California Department of Education BIP Stakeholder workgroup invitation

ADAMS ESQ received this outreach from the CDE regarding development of policies relating to behavior intervention plans. Recently, the Hughes Bill which mandated positive behavioral interventions was rescinded in California. Below is an invitation to participate in a workgroup to ensure that BIP’s continue to be developed and implemented under Federal Law. We strongly encourage community participation as we are already noticing a pull-back in behavior services by school districts.

From the California Department of Education:

The purpose of this e-mail is to invite you to participate online in the activities of the Behavioral Intervention Plans (BIP) Stakeholder Workgroup.

Assembly Bill 86, the Education Omnibus Trailer Bill, Chapter 48, Statutes of 2013, repealed regulations and added state statute that addressed positive Behavioral Intervention Plans. According to the Senate floor analysis, the intent of these changes is to modify “the Behavioral Intervention Plan mandate to align it more closely with federal law and reduce unnecessary costs, while maintaining important protections for students with disabilities.”

The California Department of Education (CDE) is required to convene a stakeholder group to:

· Discuss the impact of changes to law and regulations

· Develop and disseminate technical assistance advisories

· Identify and recommend practices based on peer-reviewed research

· Identify model programs

· Adjust data collection and monitoring activities

To ensure that the BIP Stakeholder Workgroup and the children of California benefit from a wide variety of perspectives, the CDE is inviting you to attend these meetings virtually, beginning October 2013. The first meeting will focus on the workgroup’s objectives and initial discussions about the changes in statute.
